Registering an NGO or nonprofit in Albania

Albania allows the establishment of nonprofit organizations, including foundations, associations, and centers, for social, cultural, educational, or charitable purposes. Both local and foreign individuals or entities can register an NGO, provided the organization operates for non-commercial goals.

Nonprofit organizations in Albania can take one of the following forms:

Who Can Register an NGO?

Any adult individual or legal entity, Albanian or foreign, can be a founder. There is no nationality or residency requirement.

Foreign NGOs may also open a branch office in Albania if they are legally established in their home country and register locally for operations.

Founders must appoint a governing body and prepare a statute that outlines the mission, internal structure, and financial management of the organization.

Registration Process

The NGO must be registered with the National Business Center (QKB). The process includes:

  • Drafting and notarizing the founding act and statute

  • Providing copies of identification documents of founders

  • Submitting proof of the organization’s legal address in Albania

  • Filling out QKB registration forms

  • Paying the required registration fee

Once approved, the NGO receives a NIPT (fiscal number) and can open a bank account, hire staff, and operate legally.

Ongoing Obligations

Registered NGOs must maintain basic compliance, including:

  • Submitting annual financial reports

  • Updating QKB if there are changes in the statute, governance, or legal address

  • Keeping transparent financial records, especially if receiving public or international funding

Donations and grants may be subject to reporting obligations, and all funds must be used in line with the stated nonprofit objectives.
