Tirana, May 2025 — Albania has introduced a new joint instruction aimed at streamlining the residence permit process for foreign nationals, improving coordination between government agencies, and enhancing transparency in application procedures.
The joint instruction, issued by the Ministry of Interior and the Ministry of Foreign Affairs, establishes clearer guidelines for the submission, review, and approval of residence permit applications. It also defines responsibilities among public institutions involved in processing permits, reducing overlaps and delays.
Key changes include standardized document requirements, updated timelines for decision-making, and a centralized tracking system to monitor application status. The reform is intended to make the process more predictable for foreign residents and investors seeking to live in Albania.
Officials highlighted that the instruction aligns with Albania’s goal of creating a more transparent and investor-friendly environment, particularly as the country seeks to attract skilled workers, entrepreneurs, and retirees from abroad.
Immigration professionals welcome the clarification, noting that it addresses long-standing issues related to inconsistent procedures and lack of communication between agencies.
The new rules apply to both first-time applicants and renewals, effective immediately.
